FLORIDA LAW ENFORCEMENT


RULES & REGULATIONS AND TOS, 2019 v1.1

Access to the server is for all intents and purposes; a privilege, server ownership reserves the right to remove your access at any point if it is deemed necessary without reason. All below listed rules are subject to change and maybe amended by the owners with short notice.

Advertising (1.0)
Do not post any inappropriate or suitable links in any chat in our server or anyone else's server, doing this will result in a ban from both the discord and server.

Please do not post any other Discord servers links in any chat rooms, no Twitch, YouTube or any social media. A violation of this section could result in a ban from both the discord and server. *See content creator information in section 4.1 for exceptions.

Spam (1.1)

Do not Spam in-game chat, spam in voice chat, spam the forums or spam the discord, this also includes malicious, hurtful, pornographic, multi tagging members, departments or otherwise inappropriate web links, images, or videos. Spam is not tolerated in the community at all. If you are caught by any of our Staff members you will be suspended. If it happens again, you will be kicked/banned.
Discrimination (1.2)
Discrimination is against the rules in this community. Discrimination is when you treat someone unjustly or make predetermined notions about them specifically due to their  
  • Religion
  • Race
  • Sex
  • Sexual Orientation  
  • Age or Gender

Any member met with discrimination towards them will immediately tell the person discriminating them to stop the behavior. That member can then report the rule violation to a compliance staff member. Violations of this rule can result in a kick, suspension, or permanent ban from the entire community.


Bullying (1.25)


Bullying is not tolerated throughout Florida Law Enforcement at all. Bullying is defined as the abuse and mistreatment of someone vulnerable. If you feel like you are being bullied by another member, approach one of the department/divisional leaders through direct messages with evidence and they will direct the issue to our compliance department for an investigation if need be.


Violations could result in a kick or ban if evidence there and the investigation is sustained.7



Unauthorized Channel and Forum Usage (1.3)

Entering unauthorized areas of communication without the permission of a division supervisor could constitute a warning or kick.

Soliciting 1.35
It is against server rules and regulations for anyone in florida law enforcement to either ask any member for donations or try to get donations using florida law enforcement RP content or name without Owner Plutonium’s unique authorization from fivem collective.The member who violates this rule could be held to disciplinary actions as follow(any of the following might apply).
  • Kick
  • Ban
  • Demotion from current rank
  • Temp Suspend the member
  • Mandatory LOA.

Griefing (1.4)


A griefer is a player who deliberately irritates and harasses other players using aspects of the roleplay in unintended ways. A text book griefer derives pleasure primarily or exclusively from the act of annoying other users.

On this server if a fellow role-player asks you to stop, you must stop. This includes anything from OOC to roleplaying in a manner that makes other users feel uncomfortable.
 
Any roleplay that is deemed "extreme" is not allowed, this includes (but is not limited to) Rape, Slave, Terrorist and Racist roleplay.


A violation of this rule could result in a kick or ban from the server.
 
 
Disrespect (1.5)

If you are disrespectful or extremely rude to any member of the server, especially staff members, you could be kicked or banned from the server.


Do not argue with any divisional leadership members or owners regarding their judgment in-game and out of game. If you have a complaint, you must seek and ensure this information is provided in an informative and tactful manner. Please use proper complaint forms via the website and discord to appeal all judgements made.


Military and Public Safety Disrespect (1.55)


Any aggressively negative comments about United States protective personnel or allied personnel will result in a kick/ban from FLE server. Any member who is caught indulging in stolen valor or is believed to be identifying with stolen valor will be investigated by compliance staff under this rule.




Voice Chat Rules (1.6)

In the voice chats, these are the rules that you must follow:

  • All users will abide by good mannerisms and treat all other members in the discord / voice chat with respect. There will be no bashing or degradation of other user’s wellbeing.
  • Any profanity that is reported to us, will be a temporary server suspension for a period of up to 24 hours, although do keep it in check you can also be banned. Excessive use of profanity will not be tolerated. Respect the other players in the channel you're in.
  • While we encourage guests / prospective members to join the server, guests must follow the new member rules to be registered. In the event the prospective member breaks voice chat rules they will be kicked or banned from joining the server.
  • Prejudiced behavior of any type, including but not limited to, racism, sexism, homophobia and religious derogatory comments, is strictly forbidden and will be punished with a ban.
  • Impersonating another user or naming yourself with a false rank or title is strictly prohibited.
  • All community members are bound to these voice chat rules 24/7 while inside voice chat. Punishments can and will range from suspension in a department to an administrative complaint which may lead to a kick from voice chat with a documented warning or a ban from the entire community.
  • All FLE members must be in their assigned tagged names, as it appears on the website and in game. Failure to comply may result in a kick or ban.
  • All FLE members of leadership with the power to move others within the discord server can move members at their discretion during official business, with the understanding that abuse of this power will result in an administrative action.
  • FLE leaders who have administrative power to enforce rule violations have them for a reason. Any abuse of the power will be a violation of their held position in the community. Abuse of discord powers will result in an immediate suspension and investigation.
  • If you are banned from the community this will carry over to discord and all other forms of community communication.
  • Divisions and departments will be allotted as many channels as their division or department needs for efficiency. If a division or department has an excessive and unneeded number of channels. Those channels may become subject to deletion during audits.
  • Please keep in mind that discord has global text channels instead of text channels for every voice channel. Many text channel have specific purposes. Please try and be mindful with which one you’re typing in.
  • Please when using our music bots respect other in your channel and don’t play music that will be controversial or troll members in the channel. Any violation will cause music to be removed or skipped.
  • The everyone and here global pings cannot be used by non-leadership members.


Use of chat in Game (1.7)
 
  • The chat box is a privilege and not a right. Abusing it will get you kicked or banned. No matter what the issue is, no player is authorized to spam chat. You will be warned, kicked, then banned. You must use /OOC for any OOC discussions. (version 2.0) Use /report in chat when notifying an admin of a player abusing the rules, game mechanics, etc. (version 2.0)
 
        Do Not:

  • Spam OOC with nonsense or metagaming (Asking for location or giving information)
  • Argue with other players or an admin in-game chat.
  • Abuse /report by reporting false report or spamming it.

Breaking character at any point in the game to type in ooc without a suitable reason will result in punishment.
 
Do Not:
 
  • Use the out of character chat to speak to people.
  • Use the out of character chat unless its an immediate issue. Use /report instead.
  • Go out of character when you are in the game unless you are being spoken to by a rules compliance staff member (i.e. mod or admin).
  • Use any variant of the phrase "OOC really quick"
  • If you need to speak to a staff member or want to report someone, wait until the RP is over and use /report, or take it to discord or the forums.

Malicious Behavior (1.8)

Malicious behavior is defined as someone who enjoys hurting or embarrassing others. This would constitute:

  • Inappropriate links.
  • Pictures that are not family friendly.
  • Uploading any type of file containing a virus or something that would hurt someone.
  • Hacking, breaking or tampering with community property.

Any violation of this rule will result in an immediate ban from the community and possible steam related player reporting.



 
Account Responsibility & Player Names (1.9)
 
The owner of an account is responsible for any and all activity that they control.
 
 Examples of accountable actions:
 
  • Usage of racist or offensive names
  • Advertise anything (including streaming accounts) in your name
  • No Chinese, Russian, special, or otherwise foreign characters in the name.
  • Owner of the account if part of a server made for the purpose of damage fle.
 
Access to an account without consent is a different matter entirely if you can provide proof that your account has been compromised and used in an abusive manner an investigation will be conducted with the evidence to resolve the matter.






Role Play Related Violations (2.0)


The following violations could get a member kicked or banned from the server without warning. The member could also receive department level punishment for actions unbecoming of a departmental member. This means loss of rank and status at the will of the department head.


Fail Role Play (2.1)


 
This is when a player, fails to role play in a suitable matter with in the confines of a reasonable role-player. This also includes failure to use a microphone.
 
Do Not:
 
  • Punch, shoot, taze, or steal a car while handcuffed.  
  • Steal Police Vehicles in front of a Police Stations.
  • Pull a gun out in self defence while a gun is already pulled out on you.
  • Repair your vehicle after a wreck / tire blowout
  • Pulling a Full Sized Rifle out of your ass without using “/me Unracks Weapon”
  • Spawn vehicles in front of an Active RP Scene / In front of other visible players.
  • Use of certain weapons such as sniper rifles, firework launchers, tear gas.  
  • Call for police or request cover as an officer if your phone/radio has been taken.
  • Pull out a gun after someone has said or used a /me command to "take away" your weapons.
  • Go to locations that you would otherwise have a difficult time entering, such as behind the Public Safety Office or Military Base.
  • Partaking in illogical or otherwise unrealistic activities, such as storming a Public Safety Office and holding personnel at gunpoint demanding that an individual is released.

  • Drive in a continually unsafe/unrealistic manner/like "GTA Online"



Random Deathmatch & Vehicle Deathmatch (2.2)
 
It is forbidden for other players to kill each other with little to no roleplay. This includes the use of vehicles.
 
  • Random Deathmatch (also known as RDM) is Shooting at someone without engaging in any form of quality role play this includes; Immediately punch, shoot, injure, or murder/kill another player/police/EMS without in-character interaction.
  • Vehicle Deathmatch (also known as VDM) is Using any vehicle as a weapon this includes; Running over, clipping, or slamming your vehicle into a player(s) without any justification or in-character interaction. Ramming of other vehicles, within roleplay, is allowed.




Roleplaying Realistic Behavior (2.3)
 
All players shall conduct themselves in a realistic manner. Despite game mechanics, it is the player's responsibility to act "realistic." If struck by a moving vehicle at a high rate of speed, you are not, in real life, going to get up and run around.
 
Do Not:
 
  • Continue driving after your vehicle has collided with a light pole, building, or other hard structure/item after going approx. 40 MPH and up.
  • Immediately jump up and start shooting or fighting when EMS revives your player.

  • While handcuffed, jump into the driver seat of a vehicle and drive away. Other players may assist with breaking you out of police custody and you may even run while handcuffed but you cannot jump fences, walls, punch, or pull out firearms.
  • If tazed more than two times while running from an officer, you must stop running.
  • Do any other non-mentioned common sense or reasonable related action deemed unrealistic by compliance staff.



Meta-Gaming (2.4)
 
Players, including public safety personnel, are not allowed to use a player's ID number to find another player behind buildings, inside vehicles with tinted windows, "recognize" or otherwise notice an individual.
 
Do Not:
 
  • Abuse a player’s stream (twitch etc.) to gain an advantage or otherwise track a player down. This is referred to as Stream Sniping. Examples of this are If you are on the server or have a friend on the server and you watch someone who is live streaming to gain the streamers location information to meet up with them and kill them.
  • You may only use a player's name/player ID # when reporting the player.
  • A player number may only be used with public safety when interactions are necessary to complete the role play, but players will make every attempt to identify the number as something other than just a player number.   
  • Use of real-life knowledge against another player in-game that is not known to player.
  • Refer to players by their player ID # or steam name listed in player list.
  • Use out of game communication to see what players are playing to benefit you in game.
  • Using any out of game communication software unless otherwise authorized by FLE.

  • When joining the server, you cannot involve yourself in any ongoing gunfights without proper roleplay.
 
 
Powergaming (2.5)
 
This involves using either game or roleplay mechanics to alter a situation, so it best suits your desires. You must be willing to roleplay a situation to its fullest and not ruin the experience of others.  
Do Not:
 
  • Spam the bank to gain a monetary advantage. (see bank rule)
  • Pull a long gun (rifle/shotgun) from your clothing if wearing "regular" (shirt & jeans) clothes or no clothes at all. Players may exit a vehicle and scroll to their long gun. If on foot or nowhere near a vehicle, this is not allowed.
  • Force actions against another player. This is considered Force RP and is not allowed.

Combat Logging (2.6)
 
Combat logging is forbidden. Do not do it under any circumstance.
 
Do Not:
 
  • Log off when killed
  • Log off when being put into prison
  • Log off to avoid being killed or to avoid prison
  • Log off during a firefight or other life or death fight
  • Log off while fleeing from the police
  • Log off when you are about to be punished by a compliance staff member.


Roleplay Character Related (3.0)
The following violations could get a member kicked or banned from the server in reference to failing to abide by character based role play rules. The member could also receive department level punishment for actions unbecoming of a departmental member. This means loss of rank and status at the will of the department head.


Police Department RP (3.1)


When can a Civilian take a police car?

  • A civilian must observe an officer in the act of a role play situation. This means the officer must be online and not disconnected. The officer must make an mistake not to lock their car for the vehicle to be taken. During certain instances in complex role play a cop may be robbed of their police vehicle but serious role play must commence or else it would be considered fail role play. It is also against server rules to steal emergency vehicles outside of any police station.
What can be done with a stolen police vehicle?

  • Stolen police vehicles cannot be altered in anyway, they are to remain in the condition you got it in, and any damage you incur can’t be repaired, because no reasonable mechanic will realistically fix it for you. Thus no repairs, no modifications, no changes to the vehicle other then its default condition.


Abandoned Police Vehicle.

  • If the police vehicle is abandoned or does not have a cop identifier it will be deleted by the compliance department or other staff. These vehicles can not be stolen since there is not an active RP scene.

Gear from the police car?
  • If the police car is stolen you may only use the defaulted stolen weapon in the car whether that be a pump shotgun or rifle. Anything further or made up is not acceptable.
If I steal the car can I wear a police uniform, or can I just use the uniform for any reason?

  • No, you cannot dress up as cop or pretend to play a cop. If police gear is stolen, you may only use the gun and vehicle not the uniform. This also applies to pretending to be a cop.


Cop-baiting (3.11)
 
It is forbidden for players to bait officers. If an officer is busy with a crime scene such as a bank robbery or a murder or they are engaged in role play, be sure to let them finish.
 
Do Not:
  • Stop in the middle of the road just to do burnouts, honk your horn, or do other things that would be considered annoying while an officer is on a traffic stop or speaking with another player.
  • Use a pistol to take down larger vehicles such as the helicopters and armored SWAT vehicles.
  • Taze a player through any rolled-up window/windshield/back window of a vehicle or through windows of a building this is not realistic.
  • Steal an NPC public safety vehicle.
  • Abuse a game mechanic in front of a cop.
  • Intentionally interfere with normal role play to cause trouble for the police. This would include officers dealing with a bank robbery, pursuit, or other incidents and players continue to get in the way or cause issues just so that they can get attention from the police.
  • Intentionally hit, ram, shoot, or otherwise act inappropriately toward police personnel without engaging in proper role play.
 
  • The crowding at the scene of a robbery will be considered cop-baiting and players who turn up to a after robbery is in progress and cause problems for officers will be dealt with in an appropriate manner.

Priority Cooldown (3.12)
Priority cooldown is a timer that is either displayed above the Hud in the game or announced by a staff member in server chat. When this cooldown is in effect players must not engage in any form of priority activity for the allotted time. Priority activity is any activity that can not be handled by a routine police response (i.e. simple traffic stop or verbal dispute). Examples of priority would be (i.e.. a large robbery scene or a shootout.)


Jail Rules (3.13)
Jail rules will be coming in the future stay tuned for updates.


Fire Department RP (3.2)


Similar to the above listed in cop baiting it is forbidden for players to fail role play with fire rescue personnel. If a fire rescue role player is busy with a scene they engaged in role play, be sure to let them finish. 


Do Not:

  • Steal EMS vehicles if there is not a minimum of (3) personnel online or without the approval from EMS department head or a director / owner.
  • Kidnap EMS personnel if there is not a minimum of (3) personnel online or without approval from the EMS department head or a director / owner. 
  • Self-revive without giving an opportunity for EMS to save you and roleplay your death.
Aviation Related RP (3.3)


FLE requires all players wishing to fly aircraft to get certified by an aviation instructor to obtain an aviation license. Without this license and training you will be kicked for fail role play as it is a server requirement. 


When flying an aircraft on FLE remember the following rules apply.
 
 
  • Do Not, fly extremely low in the city that it is considered a violation of realistic flight laws unless serious role play is underway to support the reason. 
  • Do Not, take off/Land an aircraft on to public streets without a realistic reason during a roleplay to justify the situation anything else will be considered fail role play. 
  • Do Not, intentionally crash aircraft into buildings.
  • Do Not, Land civilian helicopter on a restricted site (i.e. Hospital or Police Station).  
  • Do Not, do flight stunts near populated areas 

Bank and Business Robbery Rules (3.4)



If players plan on doing a heist or bank heist, which includes multiple robbers, then there must be adequate police staff online (At least 3 police units). It is the player's responsibility to ask if it is ok to do a heist upon logging into the server. Players who plan to commit an organized robbery will not be put in situations where officers wait for a robbery to occur without a scripted reason (i.e. a role play investigating serial robbers). 
 
Do Not: 
 
  • Instantly start a robbery upon server reset. 
  • Try to force a mass robbery incident without enough public safety staffing to amount of a proper role play scene.
 
New Life Rule & DOA (3.5)
 
No player shall decide if another is dead. It will be the responsibility of the owned player to decide their own fate. Should a player be able to receive medical help and be revived then the player shall live from the encounter and remember everything about the encounter. 
 
Should a player not be able to receive medical help but does choose to respawn then they shall not remember the event that lead to them respawning. Every encounter must still have adequate roleplay and not break any of the other server rules. 


Thus any violation of this would be considered random death match or fail role play. 
 
Gangs & Organized Crime Roleplay (3.6)
 
You are welcome to create a gang, it must be registered as an official gang and approved on our forums before operating as an official gang. The gang can not operate thought without the approval first.

Gangs have the ability to make claims and purchase businesses and properties with the approval the departments co-director.
   
Should two or more gangs become involved in a gang war it must be approved on the forums as a war in progress without this approval all other gang related killings must be roleplayed out. 
 
There is a cooldown of 45 minutes after every gang war when members parish. 



Property and Business Role Play (3.7)


Properties and businesses can be purchased on the forums at the approval of the department co-director or designee. 


Hospital and Death Role Play (3.8)
If sent to the hospital for role play reasons the player must finish the time required for the roleplay related medical stay. If the player is roleplaying a death and wants to end the life of their character permanently they must stay and make sure death role play is conducted to send the character to the morgue forever. A role play funeral can be conducted if role play exists for the event to occur.
Other Community Related Policies and Rules (4.0)
This section references all other non-role-playing rules and policies of the server. Violations of these sections could result in a kick or ban from the server and all community related communications.


All the department heads can be subject to disciplinary actions if their departments fall under 20 members in more than one occasion, if this happens and the department head seems to ignore it, the admin team will be stepping in, demoting both main dep heads and taking over the department if numbers are on or under 15 members, the department's responsibility falls under the main two dep heads. Any action taken against the departments heads due to violations in their department will be up to the discretion of the server admin team, all departments must always be on or over 20 members at all times.
Steaming Rules (YouTube/Twitch Rules) (4.1)

If you are a streamer and want steam content from this community you must ask permission from a director or above. If approved to stream you will be issued a tag affiliating you as an approved streamer for the community.


The benefits of this are you would the full backing of the community along with support division support. This means the server will support and help with you with streaming related matters and you will help advertise positive messages about the community.

If approved, you must:
  • Only post one link to your stream a day in our communications platforms.
  • Have discord tags saying that you are approved by a director or above to advertise your stream.

You may not:

  • Post unsuitable and inappropriate videos to our communications platforms. This includes NSFW videos!

  • Speak negatively towards the community or post anything that would hurt the reputation of the community this rule applies to streams and non-streamers. A violation could result in a ban from the community. 



Analytics Team (4.1.5)
  1. The Analytics team, Created and managed by Mr. Plutonium, all responsibilities, disciplinary action and hiring lays in the shoulders of the community Element only. Any complaints regarding a members of the analytics team should be first addressed with the analytics Director, if the complaint is regarding the analytics director then you should contact the community SR Admin or the Director of the community in that order, Staff is forbidden from handling out strikes or verbal warnings to any analytic member since this is the analytics directors job.
  2. Staff will only disciplinate a member of the analytics team if is necessary and falls under Universal Law. ( see server rule 5.3 ).

 
Ban Rules (4.2)
 
All appeals to bans for any reason must be completed in the Ban Appeals section of the forum on our website https://www.fleroleplay.com/ 


Debating a ban or arguing with community leadership in any form other than in the Ban Appeal thread section will result in your appeal being denied and a permanent ban being place on your identity.
 
We understand that mistakes can happen, but it is your duty to ensure you are willing to put your point across in a fair and responsible manner, being rude or otherwise unjust in your arguments will also lead to your appeal being denied. Appeals must be made by the banned user, no one else is permitted to appeal a ban in a banned members stead. 
 
All required information for Ban Appeals is listed in the Ban Appeals section of the forum or on discord. 


Whenever a player is banned, the admin conducting the ban will inform the player in a message the reason for the ban along with a link to our website to appeal the ban.
 


Vehicle Usage (4.3)
Under current rule the following vehicle rules are in effect. 


There will be:
  • YES Super cars - Speed limit is set to 136 MPH 
  • NO Military/Armored Vehicles unless authorized by a community leader.
  • NO Mass spawning vehicles, troll menu's
  • NO Driving a Police vehicle unless followed in rules above



Weapons and Role Play Usage 4.31
Under current rule on the server the following is in effect. 


There will be:
  • NO "No-Clipping"
  • NO Speed Boosting
  • NO Fail Role Play Related Menu Usage
  • NO invisible skins, animal skins or service related skins (military, Police, Fire) by Civilians without Approval by a Director or above.

Leadership only vehicles/skins etc (4.32)


The usage of skins deemed only for leadership staff only are only authorized for those members. Any player caught using the vehicle or ped skins will be dealt with under the penalties of fail roleplay. 


Double Community Policy (4.4)


Anyone may play on our server as a civilian. However, to obtain a Staff position in FLE, you will not be permitted to be involved with another Law Enforcement RP Community. This is against server rules and breaking said rule will cause you to be immediately removed from our staff team and possibly removed from the community all together for server security. The reason this exists is for obvious reasons. We only seek Loyal Staff Members. 


Civilians who are in other communities may only be granted to titles of Civilian and First Level department member. All other positions in the community are reserved for FLE loyal members. Members who are part of a community made to damage fle will be completely removed from FLE servers if the owner of the account fails to notify fle staff of the existence of that server.





Divisional Leadership Policy (4.5)


Leadership is defined any divisional department head, any moderator or admin, any senior support member. Leadership also includes all directors and owners.




Leaders will not discuss internal goings on behind the scenes with anyone from outside of the team. This includes any future updates or decisions made by the team, this will result in removal from the leadership team and may lead to a community ban. (Please note, this does not apply to the developers and other content creators, as they may need to request something from a member). 



All rules apply to all leadership, apart from in extreme circumstances where an override is needed. 
Divisional Loyalty Rule (4.55)
Any member who choices to take part in a divisional leadership role must commit to the division they are a leader in. This means for example if you are an Admin you can only be in a leadership position in the Compliance Division. The leader may though take a role in the lowest level in both other divisions thus a Moderator could be an entry level police officer and a part-time developer.  The only time this cannot work is a department head can not hold a position in the compliance division otherwise the rule works as stated. The point of this rule to have members pick a division to focus on full time. 
Seniority Rule (4.6)
The seniority rule is in effect when dealing with promotions or ties for promotion. This rule essentially means that the member who has been a part of the community longer is given priority for the promotion. This rule does not apply to Staff Promotions. 
Grandfathered Member Rule (4.65)
This rule is in effect for future changes that would require members to complete later requirements to keep roles and positions. This rule essentially grandfathers the members, so these requirements are not required for long time members in positions.


Investigation Policy (4.7)


This policy is in place to define investigations. Any time a member of the community is under investigation a record will be kept of the complaint. A compliance team member will then compile all evidence and create a record on the forums of the rule violation and the outcome. Investigation outcomes are classified as the following.

  • Not Sustained - There is insufficient evidence to confirm or refute the complaint and push player
  • Sustained - The allegation/complaint is true. The action of the player was inconsistent with the rules of FLE and action is taken (please explain penalty).
  • Exonerated - The allegation is true; however the action of the player was justified and/or consistent with a reasonable understanding of FLE rules.
  • Unfounded - The allegation is either false or there is no credible evidence to support action the investigation is just documented until further information is gathered.  




Discord Related Police/TOS 4.7.1
  1. Florida law enforcement strictly follows Discord TOS, for this matter we don’t allow members under the age of 13 years old.
  2. FLE follows discord TOS by the book, everything stated in Discord Terms of service document is part of florida law enforcement Rules and regulations, please feel free to click on the following link to visit Discord terms of services for more information DISCORD TOS
  3. Any staff/ department head in FLE with access to edit tags who give themself a tag that doesn't belong to his rank in department or staff, or uses fle farmer tags unauthorized  and keep it for over 24 hours will be in violation of server rules and regulation specifically 4.7.1, and can be subject to kick, ban or suspended for up to a week.


Department Heads violation 4.7.2
  1. A department head,1,2, or 3rd in CMD, must give a one week notice before they decide to resign from their position, if they fail to do so they will be in direct violation of FLE server rules and regulations and can be subject to suspended for up to a week, kick or banned from both discord and server, (noone is allowed to authorize an early release of duty of any dep head in fle community)

Department Violations 4.7.3
  1. Any law enforcement officer must give a 3 day notice before they decide to resign from their position as LEO, if a police officer fails to notify us at least 3 days prior to resigning, the member will be on violation of server rule 4.7.3 and will be held to a 30 days Code 6 ( NOT SUITABLE FOR REHIRE ), only the department head (1) is allowed to authorize an early release of duty of any officer in fle community) without a department head authorization the member will be violating server rules and regulations and will be held accountable for the Violation.



Department logo Violations (4.8)
  1. You are required to have your department logo at all times in the community, If you are part of the first responders team in fle and at any given moment you are not wearing your corresponding department logo, you might be subject to a dishonorable discharge from the department you are part of at that moment, for violation of rule (4.8) of the florida law enforcement rules and regulations book.
  2. If you are ever discharged for this matter you are allowed to re apply in a month, but if your commit this fault for the second time, you will be subject to complete removal from the community.
  3. You have two hours to change your logo to your department logo as soon as you get hired, if by any chance a department head tells you to change your current logo to the proper department logo, from that point you have one hour before you get discharged from the department.


Discord Server Creation (4.9) 
  1. Any member within florida law enforcement servers who purposely creates a discord server and manage to take members from fle discord to another discord server or sends an invite link from another discord server to FLE members, whether this is for a departments purpose, gang unit or any other purpose, that person will be violating server rules 1.0, 4.4, 4.9 and this person will be subject to BAN/KICK from both the discord and the server of florida law enforcement without the possibility of a ban appeal, any other member in that discord who fails to notify the staff about this issue will be subject to ban/kick from fle community.
  2. Those members whos discord creation have been approved by a community owner must comply with the following.
  1. No voice channels are allowed in the discords. ( one voice channel will be granted in main discord )
  2. A member of the staff team must be in the discord to monitor and moderate the discord.
  3. The discord should be used for communication purposes between gangs or roleplaying teams.
  4. The use of FLE brand, name, logos are forbidden and can’t be used in those discords.




Streaming/twitch/youtube (5.0)
  1. Any member who wants to stream in florida law enforcement must be authorized by the server directors, no one else is authorized to stream or record without the director’s authorization and the proper tags, if you want to record/stream you need to contact the server directors for an interview and apply to receive ( Streamer | Youtuber ) tags in order for you to be authorized  to stream/record in florida law enforcement.
  2. Nobody in fle is authorized to advertise twitch, youtube or any other streaming or recording software. Only fle members who hold Streamer | Youtuber or Content Creator Tags can post and advertise their Content in FLE only with the authorization of the community owners, only twitch links are allowed to be posted.
  3. Any member who record/streams or advertises their twitch/youtube or any other recording/streaming software will be subject to disciplinary actions as stated below.
  1. Civilians will be subject to kick/ban from both the server and discord for violation of rule 5.0.
  2. Police officers could be completely demoted down to civilian rank for unauthorized stream/record in florida law enforcement.
  3. Staff will be subject to disciplinary actions if rule 5.0 is violated.

      3)  Anyone who holds a ( Youtuber | Streamer ) could lose this privilege if (IA) Internal affairs or any staff member considers their stream low quality, fail rp, derogatory towards fle or inappropriate content.


  1. It is against server rules and regulations for anyone in florida law enforcement to either ask any member for donations or try to get donations by streaming or recording using florida law enforcement RP content or name without Owner Plutonium’s unique authorization from fivem collective.
       
4) The member who violates this rule could be held to disciplinary actions as follow(any of the following might apply).
1) Kick 
2) Ban
3) Demotion from current rank 
4) Temp Suspend the member 
5) Mandatory LOA.
Jurisdiction (5.1)
  1. Any police officer found outside of their designated AOP without authorization from the department heads will be subject to complete removal from their current ranking position for violation of server rule 5.1.
  2. A police officer can request permission from any department head with the purpose of aiding other departments if needed, the responsibility of this officer’s behavior lays on the department head who authorized the officer, and the department head will be held responsible for any wrong doing from the officer.
  3. A department head CAN NOT  authorized himself to respond as 10-32 if needed by other departments, if a department head needs to respond as 10-32 to other jurisdiction he must ask Human Resources or a server director for permission.
  4. If there is a director or a human resource officer in any police channels, the department heads must ask the directors or HR for permission if they have to respond as 10-32 to another jurisdiction.








Soliciting (5.2)

Universal Law (5.3)              
Universal Law is the power and immunity given to any FLE Staff member to permanently ban, kick or Teamp remove anyone in the fle community in the event a member of the community including anyone from the staff or departments is suspected of sabotage against the community.
Sabotage: advertizing, recruiting to another server, sending DM invites to members in discord or in game, threatening to ddos or in any way damage our community,  using mod menus to try crash the servers, a staff member mass banning or kicking members in game ,an unauthorized server that has been created with the sole purpose of recruiting fle members.   


Protocol 9 (5.4)       
Protocol 9 is simple when the server element authorizes the staff to go into a discord to monitor , this could be due to future projects with that server, the creation of a server that has been authorized by the element, security concerns etc. the role of the staff is to join and closely monitor the server and report to the element if random members from fle are joining the discord.

Divisions



FLE Departments Division


This division is comprised of all roleplay related departments. This includes all public safety; civilian and other created role play departments. This division is managed by department heads for their respective assigned departments. Department heads are moderating supervisors that manage their respective departments and report directly to their co-director for division related matter or file respective complaints with other divisions depending on needs. Department heads have full control over the actions of there departments and considered part of leadership in FLE.



Director of Operational Departments – The Director is the leader of all departments and operational related matters. Director monitors all department heads to make sure they are acting professional. 
Civilian Department


Civilian- Lowest level of civilian department roleplays in civilian roles.


Certified Civilian- Expert civilian role players who get extra perks.


Civilian Managers – Department heads for the civilians administration. 




Military and Public Safety Departments


Law Enforcement- These departments under the leadership of their respective department heads and follow all department rules and policies made for their roleplay agency.


Fire- This department under the leadership of their respective department heads and follow all department rules and policies made for their roleplay agency.


Military- This department is currently not active.


Communications-  Responsible for all communications related issues with above listed departments.


Other Related – N/A
Compliance Division




The Compliance department is an internal and external compliance division. This divisions job Is to investigate all matters on the server via internal or external complaints. All player related complaints in the community are run through compliance division. compliance staff will spend their time focusing mainly on gathering facts, writing logs and gathering evidence on all complaints. There will be internal and external investigation topics for all activity reported to this division. All investigations are held to a need to know basis via the chain of command and at the director or owner’s discretion. Whether a report is in game or is delayed report on the website every complaint will be reviewed by a staff member to ensure server transparency.


All investigations completed can be reviewed by the compliance director and above.  The current staff is as follows Admin and Moderator. Staff will report directory to the Director if the Director is not available the staff team will report to an owner or designated acting-director. 



Administrator- Administrators are senior members of the compliance team that are given administrator permissions to enforce rules and complete policy and rule related matters. Administrators do not have power to address matters in any other division other than compliance rule/policy enforcement. There can be up to four administrator positions, Admins are not allowed to @here or @everyone since those are restricted for owners use only, violation of this server rule will result in a complete removal from staff or permanent suspension.


Moderator- Moderators are part-time members that enforce compliance related complaints. This position is the lowest rank on the compliance team. Moderators focus on enforcing rules and investigating complaints. Moderators are considered leaders of the community as they are responsible for enforcement violations. Moderators though do not have any available to enforce departmental rules outside of the signed server rules. There can be up to six moderator positions, Moderators are not allowed to @here or @everyone since those are restricted for owners use only, violation of this server rule will result in a complete removal from staff or permanent suspension.



Support Division



Support division encompasses all aspects of supporting the server this including development teams, tech support personal and recruiting personnel. The support division also monitors and deals with all streaming related matters for the server. This team will be under the leadership of the support director who will provide leadership and direction via their chain of command.


Senior – The senior support member is a full-time position that can assist and supervise. 


Member- Is a full-time member who does an activity in support.


Part-Time Member- This is a part-time assistant to the support and development of the server. This member can be a leader who wants to assist with support.
